The airwaves, which the FCC claims have been "underutilized" for years, could theoretically be used to address "closing the digital divide" in rural areas and could advance the existing U.S. 5G strategy.

The executive order seeks to preserve existing private arrangements and regulations for incumbents and remove future leasing restrictions under the FCC's secondary market rules.

The FCC claims this could incentivize carriers to build in rural areas. As a result, rural areas will have a "priority filing window" to deal with the unused 2.5GHz frequency.

That may help the U.S. catch up to some regions. Much of the 5G deployment in other parts of the world relies on mid-band data, which may not be as fast as ultra-broadband access in the U.S., but provides better coverage. Existing US 5G tends to require a large number of cell sites (hence the slow rollout) and is often separated indoors due to the ultra-high frequencies.

Generally speaking, frequency bands 1-8 are the first choice for jammers with small-scale interference, and frequency bands above 10 are desktop jammers/drone jammers, with many types of interference signals and a wide range.
