Lab tests, deeper live exercises inside Russia, field operations in Ukraine and Syria - all have made sure the Russian military knows exactly how well their jamming equipment is working. They have no need to disrupt and endanger Norwegian air traffic and lives to ensure military readiness.
For the AC-130 crews, an enemy jamming their communications systems or data links could be especially dangerous both for US special operators and for supporting conventional forces and innocent people. Helicopters rely heavily on those systems to help positively locate and identify targets and then coordinate their attacks with other manned and unmanned aircraft and joint tactical air controllers on the ground.

Russian forces again blocked GPS in northern Norway last month. The effects were particularly felt by aviation and telecommunications. This follows a similar week-long episode of interference in the same area in September and later in the Baltic that same month that disrupted cell phone service in parts of Latvia, Sweden and Norway. It also came at the same time that Russia reportedly began blocking and disabling sophisticated US weapons systems in Syria.
Blocking GPS receivers could also more directly impair the ability of gunboats to hit targets with precision. These drone jammers work only in safe areas and can completely disable all drone flights ranging from 1 meter to 2000 meters.
